is the neg battery cable fastened to the inner fender or left free?

yes held in the strap. There is a illustration in the assembly manual set (that you should have) that should answer this and many other of your questions in your quest to finish off your car.

thanks bob. i do have all assembly manuals but i remember someone(cough cough jeff s.) said dont always trust the manuals.
its nice to have independent verification especially from experienced people.
