NPD has one that sounds more appropriate (Modine built) at $475ish

I'll be going through this same struggle soon for my tribute build. I checked the NPD site and they don't have a radiator for the 67 390 and don't give you the option of a 428 so to go back to the question, is anyone aware of an appropriate reproduction of the 428 radiator that mounts using the correct brackets? I don't need concours parts, I just want correct appearance. The car is in the deep south and will be an AC car so cooling will be critical.

To answer the question: I have seen several cars with replacement radiators. The 67 FE radiator is unique in a couple respects.  It has a more narrow core than the 68-up cores. The fan shroud for 67 is different width wise and the lower tank saddle is different and unique to 67.  The service units I have seen are all of the 68-70 variant 24" core, different bottom tank and requires the use of 68 saddles. The ones posted above are 67 only and will NOT work with service units or current replacements.

Then go with the 24 inch better cooling 68-70 radiator ,fan shroud and lower saddles. 4 core if available. Same fan and clutch work for ether. You do not want to overheat the 67 radiators are prone to do with a 390 /428 . That is why they were expanded for 68-70.99% of the people will not notice a difference. Some people do this and get a original FOMOCO marked top tank to be even more in disguise. I don't really think this is necessary given the tribute status (not meant derogatory). Just trying to get you the best driving experience.

There are a couple rebuildable cores on Ebay. They are in the 800-1000,00 range and you're looking at another 400.00 to put a three row core in.

Amazon has the ACP units which look close to the Ford offering and Summit has the Scott Drake unit that also is a very close.
Of course you could order the correct tag from AMK Products to further make it look original.

This seems to be as close as I can find to original style for a reasonable price. I looks like the only way you can buy it is with the built in AC cooler (that may also be suitable for AT cooling?). Did the 67 cars have an external AC condenser?

no such thing as a built in A/c cooler on one these radiators. You are confusing description with automatic cooler. Originally you had a radiator for Auto and one for Manual . Later the factory decided to make the automatic version the de facto replacement for both. That way less parts had to be inventoried.  The aftermarket followed suit. You will be hard pressed to find a replacement radiator without the automatic cooler incorporated into the design. Of course there are ways to disguise it so that it doesn't look like it is there but it is a small detail and not worth the trouble to worry about it in this context IMO.

The cooler in the bottom is for automatic transmissions. They are usually just plugged if you're running a manual transmission.  My four speed car doesn't have the provision for cooler lines. The condenser is a completely separate unit. and is mounted in front of the radiator to the core support.

Well, someone through Amazon. They were available next day too on Prime!  Who would have ever guessed? 
Summit had them locally too.  I did notice the  Scott Drake unit wasn't cheap at 496.00. About 100.00 less than the new core I put into the original Ford tanks
