Fender help

 Starting to assemble 04052 and was wondering if anyone can tell me what these 2 phillips screws are for in the front of the fender. The car was in pieces when I got it.

I've decided to skip the full resto and just buff the original paint and put the car back together. Repairing/ replacing what's needed and just drive the car for now.
