Top loader cover bolt question

i removed the bolts to the cover and two of them are much longer than the others. Is there a specific spot for them? perhaps at one end?

Yes there is a specific spot.  You'll see that the shorter bolts will not have not much engagement in two of the holes with the counter-bores.  That is where the long bolts go.
