I was removing my gauge cluster and noticed the rubber cushions on the attaching screws was deteriorating. Does anyone know where to get these? Could they be a hardware store item, maybe a rubber grommet?

Looks somewhat like an old style faucet / tap washer.  Maybe you can find something like that in a hardware plumbing section.
