On April 21, 2021 it was posted: https://www.ford-trucks.com/forums/1454591-vintage-pics-of-days-gone-by-533.html with the comment: "Was stationed near Washington DC back in late 66, ran into this Ford GT350H while on a weekend pass ... photo was taken not far from the Washington monument

Most likely came through Koon's Ford which provided cars to Dulles. There were a total of 32 1966 Hertz cars that were rented out of Dulles.
