Misplaced Shelby Inner Fender VIN Tag

Were the Inner Fender VIN tags sometimes riveted outside of the cut in the fender like what is shown in the attached pic? Thanks

A place like BaT where they have sold a lot of 68 Shelbys you could look at the sold cars and compare nuances to see what could be the norm on things like fender tags. I got pics of one car where the Shelby tag is out like the pic above and you can read the factory Ford stamped vin in the slot.
