Title Question

Happy New Year. Can some please let me know on a 1968 Shelby Car Title. Are the last 5 numbers included on the title or just the first 11 numbers and letters?

My 68 Shelby is titled with all 16 digits ( Ohio title ). When I bought the car in 1989 it was titled without the first digit ( with a North Dakota title. I thought it might be a big problem but the DMV clerk just said ah some states did that back then and no big deal it just represents the year of the vehicle and that vehicle info is listed in other parts of the title.
