Can buffing Rouge go bad?

Doing my stainless 68 hubcaps.. Haven't used the rouge in many years. Started with black and sisal wheel then went to green. The very fine scratches remain i cannot get a mirror finish. I wonder if the rouge lost moisture??? that a possibility?

Over time yes i think it can dry out if not sealed.

I've used some 40+ year old stuff my dad had and it was good. You need to get rid of the scratches by sanding first - end up with 1200 grit. Use a sanding block not your fingers.

A cloth wheel will work better for fine scratches.

thanks for the feedback. The scratches im talking about i believe are the result of the sisal wheel so they are slight/faint nothing to sand, but i cannot remove them with white or green. I ordered a gray from eastwood maybe that will do it.

Being these are light defects it might be time for a fine cut (low grit) polish by hand.
Be sure to polish in the direction of the milling of the item with a cotton towel.
