FYI that is the later style with the grained texture made into the mold. There are sections that have been sanded off but there are still sections that show the distinct grain pattern which indicate what the entire surface looked like prior to repairs. This best alternative is to sand the entire surface smooth and then do the spatter paint texture like was typical on the very early tail panels. It looks like a part with a lot of potential.
