#363 vin plate used in a scam?

I ran across a for sale ad in San Diego, CA with a guy who is trying to sell a '65 Fastback as a "67 cobra hatchback" and he sent me a pic of the Shelby VIN tag. He insists that he has a '67 and I'm not going to waste my time with the guy but this looks like the original Shelby VIN tag for car #363. Don't know how he got a hold of it.

I also attached a pic of the car he's pictured with the ad so you can see how stupid some of the people in CA are. The brain cells diminish as they get closer to our southern border.

Last notes I have for #363, it was for sale on eBay in March, 2018.  Contact info was for J. Bittle.

I wonder who legally owns the VIN tag? I presume it belongs to the vehicle? There may be some explaining to do about it's possession?

That car was previously discussed here on the forum.
The question I have is...Did it have the original tag on it when it was restored and was it still there when sold to the new owner.

  What really matters is does it have the Ford Vin that coincides with the SAAC registrars records or not?

The engine picture in that post does show what appears to be  VIN tag in place. It isn't readable though.

I don't really know about this car - but this is what happens when someone wants a nice new tag on their nice new restoration. Along the chain of ownership somebody keeps the old one and human nature being what it is sees it later as a cash cow.

I restored 363, it was a nearly rust free mostly original 1 repaint car out of El Paso TX. All of the VINS are intact and verified through SAAC and that faded original tag shown was and still is on the car.  I posses full photo documentation of the restoration from the still running driving car when it came in, to the almost Concourse finished car. End of story. Sorry to disappoint the conspiracy theorists here, but this is as the title says, someone trying to use a pic of 363`s tag for a scam.
