Would there be a point deduction in the Concours Trailered class if a Hertz car did not have wheel weights on the Magnum 500 wheels?

Would the be a point deduction in the Concours Trailered class if a Hertz car did not have wheel weights on the Magnum 500 wheels?

If it is noticed there could be deductions. Unless you are prepared to explain and justify to the judges in reasonable fashion how all 5 wheels could be perfectly balanced so as not to need balancing weights.
