Are these appropriate to a 66? If so, how do they go back on? I suspect the flat part goes toward the top and gets tucked under the upholstery?

Not tucked.  See photo below lifted from the blue Hertz now for sale on BaT.  And from all reasonable inferences drawn therefrom, I suspect the Ford factory was hurried to get these cars out the door and to market, therefore any effort to tuck the cap under the material would be lost time in the assembly process multiplied times a million which would not be tolerated.  Besides, it looks like it was made to go over the material, not under, just by virtue of the design.

Will confirm that in pictures of unrestored 66 San Jose cars that they are installed untucked/over as shown in a few pictures I included below
