Strange Rotunda Fuel Filter

I've come across an odd Rotunda fuel filter and wondering if anyone here knows anything about it, can't find any info online.

Engineering number C5AE-9176-A2. Externally it looks like the usual Rotunda and Autolite C4AE-9176-A2 marked canister type filters. Internally it is different, the internal sleeve does not have the large number of perforated holes that allow fuel flow. Instead the sleeve is mostly solid with only 6 larger holes at the very bottom and 4 very small holes near the top. Hard to photograph but hopefully the photos below show what I mean. Last photo shows an Autolite C4AE for reference.
