At the risk of piling on, looks like an "education car" possibly. Uneducated or uninformed buyer buys the car then is enlightened then move it on to the next buyer. We've all seen examples of this over the years and have our stories.  Of new people in the hobby don't understand that EVERYTHING means something and communicates something to the experienced or educated buyer.

If you are welding in full floor pan, why wouldnt you weld  on the parking brake bracket?

After reviewing that photo. I see now that appears to be the floor. That is one level up from license plate repair

Because the clueless restorers didn't know they needed it until they went to hook up the E brake which was after they smeared all of the gunk on and painted it black. Bolting it on was the quicky fix.  What a mess under there.

You likely bought a "concours correct" floor pan and assumed that all you had to do was weld it in. When floor pans first became available (for any year) a lot of builders found out the hard way that they didn't automatically come with all the brackets and "concours correct" . Remember the floor rib design as another feature that needed attention.

Have inspected a dozen or more 69's with the same drain holes not cut out over the years.  Level of work on a number of those match the level we're seeing on this example

Looks (from the picture) the same look and finish as over the sealant so I'm guessing paint. Edge to edge
