I think the $40k reference is the value prior to the damage

Agreed on the value angle.  Looks like a restored car.  If original, however, the interior, drive train and misc. parts make this worth watching.

Again, agreed but if original interior etc. it would make a great addition to a driver and then sell off what's not needed.

The interior looks very good and there is a 4 speed tranny and associated bits(in there somewhere)so it is worth something...
